Andalucía tenders for 160 new places for unaccompanied migrant children
The €10.1 million plan covers reception, initial care and social and employment integration in Almería and Granada
The Andalusian Regional Government has opened a new tender for 160 residential places for unaccompanied foreign minors who are under its care. The places are split between Almería and Granada, after two lots received no bids in an earlier tender. Almería is set to provide 32 reception and initial-placement places, while Granada will have 128 places, including 32 for reception and 96 aimed at social and employment integration.
The two contracts have an initial value of €10.1 million. They can be extended until the end of 2029, which could bring their total value to €25.3 million.
The Ministry of Equality, which is responsible for the issue within the regional government, says the tender is for children and young people placed under Andalucía’s immediate care, guardianship or custody through the child-protection system.
The new places come against the background of the dangerous small-boat crossings which continue to bring migrants and refugees to Spain’s coastline.
The care provision includes everyday costs as well as accommodation. The tender documents set out €9 per person per day, along with monthly allowances of €60 each for clothing and footwear, personal spending money, schooling or training activities, and leisure. Up to €40 a month is also included for health costs not covered by public provision.
The places are being created under Royal Decree-Law 2/2025, introduced in March to protect the interests of children and teenagers during periods of exceptional migration pressure.
Following the declaration of an extraordinary migration emergency on August 29, 2025, Government Delegations in the Canary Islands, Ceuta and Melilla began procedures to place and transfer unaccompanied minors to Andalucía. Under the legislation, the receiving autonomous community must accept the decisions and take on guardianship.
The announcement comes despite the political agreement between the Partido Popular and Vox, which says the Andalusian Government will oppose the national government’s immigration policy and reject arrangements intended to facilitate the reception or long-term stay of migrants in the region.
That agreement also states that Andalucía will comply with the law governing arrivals on its coastline. In practical terms, the new tender reflects that legal obligation, ensuring residential care is available for children and teenagers placed under the regional government’s protection.
