ARCHIVED - Andalusia proposes curfew and further restrictions in municipalities with high incidence rates
New measures include limiting the hospitality sector to four customers per table and closing beaches in the worst affected areas of Andalucía
After a sharp rise in Covid cases in Andalucía over the past week, the regional government has announced new modifications to the anti-Covid restrictions following a meeting with the committee of experts this Tuesday (July 20).
Some of the measures must be ratified by the TSJ courts before they can legally take effect as technically the imposition of any restrictions which impede freedom of movement are contrary to the conditions of the Spanish Constitution (specifically the curfew measure).
One of the main new rules is a curfew from 2am to 7am in municipalities with over 1,000 Covid cases, although this rule only applies if there are over 5,000 inhabitants; if there are fewer residents, an evaluation of the specific municipality would need to be carried out.
Hospitality sector
Modifications to the capacity limits for bars, restaurants and nightlife venues have also been made, ranging between four and ten people per indoor table, according to the alert level in each health district. Bar service and consumption is only allowed outside and in districts in alert levels one, two and three.
Nightclubs, and similar businesses, will have to register all of their customers to be able to track and trace them in case of an outbreak. The occupancy limit and bar service rules vary according to the alert level, but there is a maximum of four people per table.
Parties and festivals
The experts at the meeting recommended that no festivals, parties or other social activities with large numbers of attendees take place in the current epidemiological situation. They also recommended that private parties and meetings have no more than ten guests.
Celebrations
At celebrations, such as weddings or graduations, the capacity limit has been reduced to 75 per cent in areas in alert level one, with a maximum of 200 guests and four people per table. In alert level two, the capacity is also 75 per cent, with a maximum of 150 guests. Bar service is only available outdoors in alert levels one, two and three, and not at all indoors.
Beaches and public venues
Another decision reached in the meeting was to propose that local authorities increase their health and safety and public vigilance measures in areas where there are more than 1,000 cases per 100,000 inhabitants. These measures would include limiting access to public spaces, increasing warning messages and preventing ‘botellones’.
Local authorities have also been asked to close their beaches from 11pm until 7am in coastal municipalities in alert levels two, three and four.
The head of the regional ministry of Health and Families, Jesús Aguirre, also insisted upon the use of face masks as a “fundamental part” of avoiding the spread of the virus.
These measures will come into effect on July 22 for 14 days, after which the committee of expert will hold another meeting to re-evaluate the situation.
