Electric scooters in Spain will need a circulation cert from next year
Any new personal mobility vehicles sold in Spain after January 22 will need this document
Traffic authorities in Spain have issued an important reminder to anyone thinking of buying an electric scooter in the January sales.
Personal mobility vehicles (VMP for their initials in Spanish) sold after January 22 next year, including the ever-popular electric scooter, will need to come with a circulation certificate. Retailers will provide this document which guarantees that the model complies with the technical requirements of Spanish and international regulations.
Any scooters sold before January without the cert will be allowed on the roads until January 22 of 2027, after which time they will be banned.
While many stores in Spain already provide the certificate, it’s not yet mandatory, so it’s best to think twice about making an expensive purchase. With proper care, most electric scooters last five years or so but if you buy one without a circulation certificate this weekend, you’ll barely have three years to enjoy it before it has to be replaced for a new model.
You can check the DGT website to see which VMP brands and models have already been certified and meet all the requirements.
What is classed as a VMP?
A VMP is a vehicle with one or more wheels, equipped with a single seat and powered exclusively by electric motors (batteries up to 100 VDC and with an integrated charger of up to 240 VAC input) that can provide the vehicle with a maximum speed of between 6 and 25 km/h.
VMPs are only allowed to have a seat or saddle if they are equipped with self-balancing systems. This definition excludes vehicles for people with reduced mobility, toys, pedal-assisted bicycles and vehicles classified as 'L' according to EU Regulation 168/2013.
