New fines to come into action in Cartagena for those that create the most rubbish

The City Council plans to update the current regulations on waste which have not been changed since 1984

The Cartagena City Council has an urban cleaning ordinance that dates back to 1984, and now they are looking to make a change. The ordinance that is currently in place does not relate to street cleaning and waste management, and has a number of oversights that need revision.

Therefore, the government is looking to resolve this issue with approval of a new Municipal Ordinance on Street Cleaning and Domestic Waste Management.

The new ordinance, in addition to incorporating the general obligations derived from the sectorial waste regulations, will now focus heavily on the need for street cleaning and the way in which waste is collected in the city.

The rights and obligations of each individual person in Cartagena, in relation to street cleaning and waste management, will be scrutinised by the government. Moreover, those that are seen to be generating the most waste and recycle the least will be forced to pay more for the management of their rubbish.

Such measures however could come under fire as many complain that they have little time for recycling, or that the Government does not make it easy for them to do so.

The production of plastics from large companies is for many at the heart the problem with recycling. If there were no plastics produced, the level of that form of recycling and waste would sufficiently drop.

The new regulation however seeks to establish specific rules relating to the production and management of urban solid waste from economic activities, such as that created from businesses.

Therefore, the City Council, private companies and waste management teams throughout the city will all also be obligated to adhere to the new ordinance.

The incentives, sanctions and penalties will be established to seemingly encourage the active and effective participation of citizens and companies in the strategies for the prevention of waste.

Furthermore, the catalogue of violations and sanctions in the area of waste management and street cleaning will also be updated. The violations will include:

The disposal of waste outside the container
The abandonment of waste in the streets
Uncontrolled dumping of waste
Unauthorised incineration of waste
The removal of waste deposited in containers
Vandalism of containers and waste bins, etc.
