Sevilla blocks new holiday apartment licences from April
The capital has become the first city in Andalucía to limit the number of tourist lets
In an effort to address the issue of overcrowding in certain districts, the Sevilla City Council is set to become the first in Andalucía to regulate tourist housing in the city’s most congested areas.
The council plans to present a proposal to the Plenary Session that would prohibit the issuance of new licenses for tourist apartments in eleven neighbourhoods in the Old Town and Triana, where the percentage of these apartments exceeds 10% of the total residential spaces available.
Last month, the Junta de Andalucía passed a law that allows town halls to limit the maximum number of vacation apartments on offer so as of now, local governments can decide how many holiday lets are allowed in a particular building, neighbourhood or zone “for reasons of general interest”.
The total ban on new licenses for tourist apartments will come into effect from April and will impact eleven Sevilla neighbourhoods in the so-called zone 1. These districts include Santa Cruz, Arenal, Alfalfa, San Bartolmé, Feria, Encarnación-Regina, Santa Catalina, San Lorenzo, San Gil, San Vicente and Triana Casco Antiguo.
It is estimated that there are 2,500 more homes than would be allowed with this new regulation in these neighbourhoods alone. Although the regulation will not be retroactive, and existing licences will not be withdrawn, the tightening of requirements by the Junta de Andalucía is expected to result in a gradual decrease in the total number of tourist rentals on offer over time.
In addition to the ban in zone 1, there will be a second zone, known as zone 2, where “controlled growth” of tourist housing will be closely monitored. New licences will still be allowed in this zone, which includes San Julián, El Museo and San Bernardo, where the rate of these accommodations exceeds 5% of the total residential property but hasn’t yet reached the maximum threshold.
The remaining 94 neighbourhoods in Sevilla are part of zone 3, where licenses will continue to be granted as they have a rate of less than 5%.
The municipal government has committed to reviewing the zoning configuration annually, allowing for new restrictions to be established if necessary to “favour residential housing”.
